KDE Hub for Youth Substance Use Prevention (February 2025). Hub Tool: Passive Consent in School-based Surveys. Waterloo, Ontario: Knowledge Development and Exchange Hub, Renison University College, University of Waterloo.

Description

Based on a review of scholarly literature and relevant experience from Canadian surveys of substance use, this tool outlines rationale supporting passive consent methods and informs strategic communications that support the use of passive consent in school-based data collection.

Potential use

This tool offers evidence-informed information and messaging targeted to strengthen approval for passive consent methods among school administrators and educators, parents, students, and Indigenous partners. Developed for implementers of the Icelandic Prevention Model (IPM) in Canada using the Planet Youth questionnaire, it may also be useful to others wishing to facilitate collaborative agreements with community coalitions for the use of passive consent in school-based surveys.
